Consiglieri provides rigorous research and evaluation services to generate credible evidence for programme design, implementation, and learning. Our work supports governments, development partners, and private sector actors in understanding results, measuring change, and making informed decisions grounded in data.

Our work spans the full project cycle, from baselines that set realistic benchmarks, to mid-term reviews that support adaptive management, to end-line and impact evaluations that assess contribution, attribution, and sustainability. We also conduct policy research, feasibility and needs assessments, and market and sectoral studies to unpack system-level constraints and opportunities. Across all assignments, we combine quantitative rigor with qualitative depth to capture both outcomes and the mechanisms behind them.
