Effect:hope, a Canada-based donor agency, hired Consiglieri to evaluate their Health System Strengthening (HSS) project. HSS project consists of two simultaneously run projects: Community Leprosy Health System Strengthening (CLHSS) and Integrated Level Health System Strengthening (ILHSS). Through this evaluation, Consiglieri assessed which project is effective and sustainable in terms of integrating the leprosy service into the existing government healthcare service systems. This evaluation followed mixed method approach. A total of 360 sample was surveyed. KIIs, FGDs and case studies were also conducted for this study.
