The purpose of the assignment was to develop an M&E framework for the Policy Component of BFP-B for assessing how the inputs of the policy component transform into outputs, outcomes and impact and determine the indicators to measure how to achieve outcomes for policy changes on the policy environment, financial service providers and MSEs. Consiglieri deployed a number of M&E tools and frameworks to assess the impact of BFP-B’s activities in the policy ecosystem.
