The main purpose of the MTR was to assess program performance and progress against strategic plans (impact, short & long-term outcomes, and strategies), which would improve program quality and inform future strategic direction and phase out a strategy for exit plan as well for the remainder of the program period and beyond. Consiglieri Private Limited used OECD-guided DAC criteria to examine the relevance, efficiency, performance and progress of the program. This qualitative evaluation was conducted using Human Rights-Based Approach (HRBA). The data was collected from 216 sample through FGDs, KIIs and SSIs from Gaibandha, Bogra and Patuakhali districts.
